thats my interpretation of what he have written on this topic ABOUT ASIANS bringing their family here in Qatar.
From what I know, they don't issue so much of working visas for Romanian unless the position/job is supervisory or managerial.
If your wife don't stay here (in Qatar) for more than 2 weeks, maybe because (1)your accommodation issues (2) financial capability (you being technician and all that) (3) she can't find a job and a working visa?
