BMW has had a version like this with their "Active Cruise Control" that has been available for years now. It uses radar to track the vehicle in front of you and can automatically adjust speed on the highway and slow you down if it detects a car in front of you travelling slower. On top of this feature it can detect imminent crashes if you approach a vehicle too quickly, it can auto brake to stop a collision.
