no dude... you can get a visa on arrival in Dubai but you will need to pre-arrange visas for your family. If your family had RP in Qatar they would have got visa on arrival as well.

also, once you family is out of the country you cannot apply for them to come back to Qatar for the next 3 months. if you want them to come back to Qatar from Dubai (immediately after your vacation) make sure you apply for a re-entry visa in the immigration.
