It will require vast improvement of infrastructure, but that will be at an unnatural rate and at the expense of making things a lot worse over the next 12 years while they try to get ready. It will bring more contact with the outside world, but at the risk of creating more tension and fear among Qataris that they are being invaded and losing their culture. This will lead to more tension between Nationals and Expats, and greater intolerance most likely resulting in wider clashes between the conservative Muslim society and the libreal infidels.
Either way, what will be will be. But I just think many of the ex-pats (especially Asian and Arab) are overstating the benefits.
