they give this for many reason. for ex: over speeding, changing lanes without giving indicator, overtaking, using phones while driving, parking in a wrong way or place etc etc. if you want to know the real reason, then you have contact with the traffic department, and they will tell you the exact reason. Usually police note down the car number plate only. So until someone was driving overspeed they dont have the photo.
but you can try your luck and talk with the traffic department.
