Technically speaking, it is the other person's fault. the inner most lane is to be used to go left (the arrow on the road before entering the round about also says so), but there are way too many people who don't see / realize this.
i was in the same situation last week (a to z), the only difference being the guy who hit me fled and never filed a complaint.
Also, you are at fault if the other person is a better Arabic speaker than you.
