If sponsorship is transferred the company drcided on NOC. If she resigns they don't have to cancel RP immediately, can wait til January or whenever! Many people in that situayion here.
If something is unfair in the work environment, she can approach Labor Dept. and Human Rights committee for an exemption. If this is because of a better work offer, no chance at all!
