I lived here before the Asian games and then moved back this past year. I don't think enough progress has been made with the infrastructure, but I also think this regime left it late to start addressing. I sense that many Qataris see the last decade as their chance to grab unprecedented wealth and so the plans to develop towers, huge compounds and more business opportunities which resulted in a huge population boom, did not take into account the fact that the infrastructure couldn't handle it. No one wants to wait to start sucking up the cash, so they got permits to go ahead with projects that should have been delayed until the infrastructure was improved. I think that has affected the quality of life for everyone, Qataris and expats alike, and that is why I think in many respects the quality of life is declining in Qatar. I don't think it has to be a permanent downturn but you need some good planning to avoid the path of Dubai in my opinion.
