I think some cultures teach that when women are "out of line" (such as going out in public without a male escort or without being completely covered) that it is acceptable to harass them. I think some cultures teach that women need to be controlled and while the methods of controlling them might look pretty harsh to people from another culture, they believe they are doing the right thing.
