If the culture being pointed out here was teaching that, all the women in those respective countries should be hiding inside house all the time or covering themselves up to make one self invisible.
To blame culture for such looks on women is offensive.
Whoever stares needs to get a piece of mind for his screwed mentality which is his, not of his "culture".
