Your questions and their replies:

1)Is local society ready to accept all that hosting this tournament entails?

Hosting or not hosting the WC is the decision of sports associations backed by the respective governments. Support or no support of the general public does not really matter. You have a recent example of CWG in India.
Despite allegetions of high level corruptions, delays, public outrage, etc, it was one of the most successful CWG in the history.
WC is an international event and the Qatar govt has put so much at stake while declaring to participate as the bidding nation.
If Qatar govt would go by public opinion, there will be no liquor licenses, no pubs, no nudity, and so many other things would be banned. Hope you get it now.

2)Why does the tournament have to change ANYTHING,especially when it involves restrictions on hard-earned money paying fans who would expect the freedom they have /-a-t-/ ANY other World Cup,no more & no less, would you not say that is fair?

If there are millions of football fans who wants the World Cup that way, then there are also a few more millions who wants it this way.
Both of these parties have every right to support their culture. Since 1930, it was never held anywhere except in the nations with 'liberal' societies and cold climate. That's why people have started thinking that only these nations have the right to organize such events and drinking, nudity, etc are interwoven with WC, though it's just a lame argument.

Let it happen in Qatar for the first time and then on the basis of merits & demerits, FIFA can take decision if it would EVER award hosting rights to any such country.

3) The stadia will be air-conditioned,what about the rest of the city/country???...would you pay hard-earned money to take a "holiday" in a restricted, conservative country when the mercury is averaging 45 degrees plus??

Now, you are talking against nature.
Your perception reminds me of the theory of olden times that only the whites are the beautiful, rest everyone is ugly.

Sorry but no one would buy this theory anymore.

White, brown, black.. all the races are from God.. similarly, cold climate, hot climate.. are the gifts of the nature.
If the sports event would be held keeping all these in mind, then Australia/England/NZ would never play cricket in India/Pak/SL and the Middle East countries should never go to play in Australia..Russia, etc.

You and millions of expatriates are staying in Qatar and other Middle East nations for many years in the same 45+ temperature.. how do they manage ??

All I mean to say is, its really difficult in 45+ temperature but not totally 'unmanageable'. Let the fans enjoy an entirely different climate, hospitality and of course the culture !!
Afterall, Football World Cup belongs to the World, and Middle East is an integral part of the World.
You can't just scream.. "Stay away.. you are too hot !!"

Keeping in view its pace, one can hope that there will be a big positive difference in Qatar of 2022 and of 2010.
