Considering 12 years time, building a world class infrastructure is not a big deal for the nations of Qatar's calibre.
2-3 years delays in mega projects are quite common in GCC.. and for your kind information.. all these projects are being "managed" by so-called top-consultants of the world like BECHTEL..TURNERS, etc.. so they are to be blamed for delays..and there is no liquidity problem with Qatar unlike Dubai !!
