Used to be very common in Qatar. As a sole proncipal in a UK business I can understand cash flow. Sometimes cash doesn't come in as promised, what can u do to survive?
Simple answer is pay only the most pressing bills. Here in Qatar the employee as a sponsored person is in a difficult situation, complain and insist on your rights and u will be first out the door, last in the queue! I remember the inauguration of a shopping mall here when the sheikh displayed a few vintage cars, even thoughj the workers were unpaid for months. Sell one car could pay it all! Finance guys have only one thing to tell their wives when they go home, saved a Riyal today! I would respectfully get a statement from the asshole as to when you will be paid and if not satisfactory, go to the labour dept. and human rights, they can help you transfer to a decent employer!
