Sorry if my sarcasm is not getting through to you. If your new to the GCC or Qatar, I'll put it simply -manual labor is not valued over here.

Since you were asking if it was a good business idea or not, I don't think it's one. If you have some clients already interested in training their manual labor staff and paying them 800$ per day, then good luck to you and it would be nice to hear that Qatar is taking a step in the positive direction.
