Why should it be confusing for overseas callers if some numbers are 8 digits and some are 7 ?

As it stands right now, the population of Qatar is somewhere at the 1.6million range. Even with the extra numbers for businesses, I don't think the 8 digit numbers will need to come into use for a further 4-5 years.
