That is not only two BALLS , it is a Online maintenance car with warning indication and locator.in which two persons easily travel and do Inspection, Maintenance,Repaire,cleaning etc.. this is a normal practice in High voltage Transmission Lines, it is not dangerous as U think( all the time thinking about their RUSTED BALLS lol.) only thing it is unsafe due to the hight.even they clean with chemical water doest matter.
for all members information, even High voltage Tranmission pepole using the HV Lines as communication wire aswell!. And no chance of short circuit since sufficient clearance maintained between wires. the man who ever is working online, his body will have HV but no earth connected.like birds are sitting in the Transmission lines happily.
