when I worked on building the city center we all laughed at the huge amount of parking provided. Something like 7% of all the cars in Qatar could be accommodated. Population has doubled and traffic increased at least threefold. City Center car parking spaces were reduced by building towers on either end, vacant land being developed etc.
Add to that all the towers around which were given permission without sufficient parking, the siting of busy ministries like Ashghal, Land Registry, Commercial Registration in areas where no parking existed and you have the recipe for total gridlock. AND remember that the majority of the towers are not yet finished. As my Lebanese friend said "Arabs and Planning do not mix"
