Let's just clear up a couple of misconceptions here...
Flu vaccines don't work.

The H1N1 vaccine has not undergone testing.
This is not strictly true, the H1N1 vaccine has being manufactured in the same way that seasonal flu vaccines are. Each year a new seasonal vaccine is manufactured containing "dead" samples of the most common strains of flu. This has to happen since the flu virus mutates quickly and is able to fool the immune system into thinking this is something new (attempt at laymans explaination).
The annual flu vaccine does not have to be tested for years since the manufacturing process is exactly the same for past flu vaccines which *have* undergone testing. All that changes is the dead virus, which apart from the "ID Tag" which allows your immune system to identify it as something it already knows how to beat, or something new, is exactly the same.
The H1N1 vaccine is produced according to these same standards. The testing that does take place is to access the amount of vaccine needed to acheive an immune response.
