what you have already said is my understanding of things here. But this is more in relation to the semi-permanent camps you see the Qataris erect down in the Inland Sea area.
Throwing up a pop tent for 1-2 nights on the weekend has never been a problem in my experience. But now that everyone is heading down there during vacations and weekends, they are trying to regulate those setting up more permanent structures by issuing permits/licenses. Again, this usually only affects the locals who set up a proper camp with several trailers, water tanks, etc. -- even leaving a few guys there to man the station during the work week.
