Well if ur friend is a male den no issues in it but if he has sponsored his wife n kids then he has to get an approval from the labour department.Regarding ur Question that one can travel or no then the answer is NO coz if he doesnt has a RP then how can he come back to Doha?but if he plans to leave the country i guess then there shouldnt b any issue!
