When I first came to Qatar, I had never seen it before. When I asked a question, such as "can you call me about this?" or "can you do this for me?" (in the case of subordinates) they would nod, and in their mind mean "yes",,,,but I took it as a very strong "NO!"......I was walking around feeling strongly personally insulted, for a couple of weeks until someone explained to me that they meant "yes". I was greatfully relieved.
Since that time its the first thing I explain to western newcomers,,,,its all very funny now when looking back at it,,,,
