Did they have food and water? Were the cages big enough to stand and turn around? Were there any that were geting bigger, they often kill them if they don't sell when they are "cute" were the animals healthy and socialised? Cheap "pure breed" pups here often come from Egypt. I have worked within the importation of many of these and often their vaccination stamp was before the date of birth, clearly forged. They are taken from the mother at a few weeks and often transported in terrible conditions.
If you really really have to import a dog, I recommend www.europuppy.com. For 8,000QR you will get the puppy you want, from a credible breeder with a bloodline, microchip, legal vaccinations and a happy well socialised pet. You can choose the parents you want to breed in advance. In fact, it will cost you way less than that, the most I encountered was 7,000QR.
Please, if you go to pet shops and the animals do not have food and water, do something. Contact QAWS, complain to the owner, post it on QL.
