Don't blame the expats. when you get here you will find out the problems. They want you to come here and pay the fat salaries to attract you, then they completely ignore the advice and expertise.
As far as havoc at round abouts, you will find that somewhere in the Qatari highway code,it say's that you can change lanes, whenever you like, without giving any indication, and without consideration to other road users. I assume it must do, because everyone does it!
