breifly, we had ministries, and in order to decentralize government, they started splitting some of them into independent entities that don't work under the civil service law.

These entities started a bidding war for Qataris, and there was an exodus of Qataris leaving the ministries.

There was an ebay-style bid war between them to capture the Qataris, and the salaries were hyper-inflated. Those who stayed in government would make between 10% and 25% of their counterparts who moved out (not 10-25% LESS THAN, but 10-25% OF). Last year they were banned from leaving the jobs that they hate, with a promise of a new law.

The new law fixes the basic salary for every job, and the allowances.

Since some already have inflated salaries, the new law will not touch their BASIC salary, but it will unify their allowances, (some see a decrease in the TOTAL salary of up to QR15k as I read in some Arabic forums)...

The ministry employees are very happy.
