I have heard that Aspire has child/teen activities - and even "camps" - but I their website didn't have any info on them.
Starfish does have a summer program that will open up for public registration next week; I'm pretty sure that your younger two kids would be eligible, but I doubt your older child would be able to participate.
I'd be willing to bet that the hotel clubs have programs, but I don't have any info on them. (sorry)
The Museum of Islamic Art would be something worth checking out. They are currently running programs for schools and will soon open the programs to the public. I met with the Director of Education and Information a few weeks ago and was very impressed with the things that they have done and plan to do. It could certainly be a fantastic learning experience for your kids.
Another suggestion would be to check out the swimming programs - Doha Dolphins, etc. - to see if they have "camps".
