Holi is basically a North Indian festival. Earlier in the western region (of course India's west...lol) we had a similar festival of colours that is Rangpanchami ( means colourful five days). But nowadays we celebrate Holi as a main colour festival.
In india we have many regions and many different festivals. Like in South India they celebrate Pongal, which is not celebrated in North or East or West. It doesn't mean that they are purposely doing it or they are different, it is simply not their festival. That's the famous diversity in India.
However, Diwali is our main festival which is celebrated almost all over India.
