If anybody reads the 186-page report on education.gov.qa that ngourlay previously linked to, the problem is obvious...

1. Teach thinking, not memorizing.
2. Let them read.
3. Help them be interested.

btw, thanks for the report, I spent 3 hours on it, and it was a real eye-opener.
