I think willing to stop evil and/or suffering are human emotions or needs. Why would we, the humans, be that important to God?
Look at the cosmos. In the grand scheme of things, the human race is like a very small ant heap in Sahara desert.
Is God able to stop evil/suffering? I would say yes. Willing to stop it? I would say yes. Aware of its effect on us? probably not. That's why all religious practices include prayer, meditation and humility.
Bring your petition to the omnipotent with humility and we MAY be heard. Otherwise, we are on our own to make our own choices and suffer or be rewarded.
