This reads like a charter for fascism. You refer to the victims of the incidents at the souk as if they are insects you can crush beneath your boot if the mood so takes you. This kind of thinking proved extremely dangerous in Germany between 1939 and 1945.
Or perhaps you have a very different interpretation of modern central European history. I'm afraid I find your rationalisation of souk incidents deeply unsettling.
