As long as your country is a signatory of the Geneva convention, and the Hague Law, you are to use the symbol. The single icon is used so that people won't have any confusion whether it be "Crescent" or "Decrescent". Let me ask you...when you see a Red Crescent...what comes first into your mind? Do you usually say "Oh...it's a decrescent!"???
