@ arien wrong information again! its not form ICAO, but from the National Aviation Authority (NAA) of the State of Design. in this case the French DGAC will be the one to issue the Export C of A. but this certificate alone will not authorise you to fly the aircraft into an International Airspace. so the NAA of UAE which is the GCAA will be the one to issue the Cerificate of Registration and the Certificate of Airworhtiness. please read the ICAO Annexes to the Chicago Convention first.
