.. the person who was rumoured to have been the one who made threats to PM about putting her general life and work here in Doha in jeopardy, isn't actually the one who DID threaten her.

Instead, it was someone else was the one who had a grudge against PM and made it seem that the perpetrator of the threats was the person rumoured to have done so.
