1) once your comprehensive insurance expires, you'll only be covered on a third party insurance for a month. there wont be any fine, even from the traffic department. for renewing your road permit, after it expires you'll still have a month to renew it before you'll be penalized.
2)yes you can change your insurance company, however there are some insurance company that would not accept or renew the insurance of your car, and they will tell you to go back to your original insurance company. this is to protect themselves, if you have any clame and your premium will go up. hope this helps :)
