I have only seen one place here that sells hand held radios and they are marine band but work quite nice and I was not told of any restrictions for Qatar when I purchased mine but I know some of the channels are reserved internationally. BTW that is at Lingawi Marine. I have some Motorola handy-talkys and the Qatari Military is aware of them and have also never said anything but that doesn't mean they are legal. There is an Amateur Radio Club in Doha and they might be able to help.
