I believe you have to open a savings account first in the philippines before you can do the online banking because there are a lot of things that the bank needs from you for you to be able to open an account like pictures, 2 valid identification cards as well as a signature samples.

So check first in the website of the bank you're planning to open an account with if it would be possible for you to open an account while you are out of the country.
