Even when they replay they will refuse the application because for some nationality need approval of committee from both, ministry of interior + labor department
In this case the owner of the company or anyone his name on the computer card go to the department of labor and ask for appointment with Committee and can explain to them why do they need Bangladeshi worker, then you can wait 2 -3 days to get the approval.
It is not guarantee they will give same number of people you request
