I had this problem before. I got one of my Qatari firends to call up the number from a payphone  and say he was a policeman and that they have recieved a complaint that  this number is being put on the blacklist due to the fact that several crank calls were made from it. The guy never called back and after a few days the number was disconnected.

If you cannot beat them join em.......
