I guess there wouldn't be many teenage drivers who AREN'T locals, would there?  I mean most ex-pats would be older I suppose, so therefore the youngsters on the roads would most likely be locals?  And young drivers anywhere in the world are the most likely to be the more accident prone through inexperience.
