In my opinion, it is possible to build a Hindu Temple if some Hindu Cultural organization take up this matter thru' Indian Embassy before the govt of Qatar.

I dont think the govt would have any objection as there are already many Churches around. A good presentation, availability of land, source of funding, references of temples of UAE/Oman/Libya, etc shall work in favor of Hindu Temple for sure. All the best !!
