well according to me i implemented a new rule in the company i work for, if the leave is annual (contractual) the company should bear it , if it is unpaid or emergency the employee has to pay it (deducted from salary) i think this new procedure is temporary for there is something called smart card will be issued , it combines ur exit permit ur ID card and ur health card,
