I think no one is trying to say that Qataris are racist per se. But as a qatari, you may want to admit that the way things work in your country put expats in a delicate position where their rights can easily be abused by their hosts. This can be seen as qataris enjoying superiority over other races, and hence it would lead one to assume that Qatar is in fact a place where racism is not punished at all, but just commonly accepted and part of the qatari way of life.
I'm not saying that qatari are more or less racist than, say europeans...Lets just say than in europe certain "abuses" are presecuted and punished,for expample, there it is unthinkable that my landlord would break into my flat, kick me out and change the locks, or it is unthinkable that sponsors would keep employees passports, whilst here, qataris get away with it and much more.
It is sad, but yes, I think Qataris are racists, simply because nothing is done to fight racism and abuse in their country.
