I feel it depends on your experience and the organization itself with regards to the salary/pay scale.

some organizations provide low salary and some provide more...it also depends on your experience....as said by other QL members if you are experienced enough than I suggest you demand atleast 5000+ from them.... or if its starting point for you then 3000+ with little more addition for housing+transportation (lets say 3500)will be a good start for you.
