Yes foreign lovers can get married here, u need to contact your country's embassy for the required documentation. And you also need to do a medical check up for marriage which will cost u QAR 800/- - 1,000/-. You will require Certificate of impediment to marriage from ur country. This is what i required in my case. So my advice to u, refer to ur empbassy and they will advice u of the same.
