Also, it is true that the non smoking rule is almost always broken by arabs and particulary by qataries. I don't know why, but that's a fact that I have seen around here, maybe they realise that they get away with it, so they do it. THen again, in southern Europe is quite the same, nobody really cares about the non smoking signs, although it's better now than say, ten years ago. GUess mentalities change slowly.
