Now it is compulsory to get the Original certificates attested. What u will need to do is get the certificate attested from ur state first, then get it attested from Ministry of external affairs Delhi, then get it attested from Indian embassy qatar, then Ministry of foreign affairs qatar. Note all the attestation should be done on ORIGINAL certificates. After all this is done now u will need to take photo copy of the certificate and attache the photo copy with all the remaining documents and submit to labour department.
