I disagree with Amoud. Qatar DOES understand and respect the notion of adoption -- just in a different way. But I would similarly suggest consulting the US embassy for their assistance/guidance re: documentation you will need to present them to facilitate their end of the process.

Typically most people doing international adoptions work with a specific agency in the child's home country (as different countries have very different regulations). If you've already begin this process, they should guide you along the path of how to proceed.

One thing you WILL need is an adoption home study (I presume you are staying in Qatar until the adoption is complete; if not, then it is silly to do this here as you will simply have to do it again once you move back to US or onto another country. I will PM you additional details about this...).

I know of many Americans who have begun and processed international adoptions while they have been residing in Qatar. Although adoption is a lengthy, expensive process, it is very do-able here.
