Terramax, I had the same problem in Romania. All CBQ and QNB cards useless (VISA and MasterCard). Istanbul was Ok, but no help in Romania. I ended up asking VISA in the States for emergency cash through Western Union. Nobody could explain this....maybe eastern europe has banned Middle East cards?!?
