yes you can wear the Qatari dress in public but if you want to get respect as you said then you should be fluent in Arabic..hehe....but one more thing ,,you can't travel wearing this Qatari dress..if you are not a Qatari and you wear Qatari dress and go to airport for travel purpose then they will certainly ask you to remove that dress after they see your passport
