Most of the Qatari's I came across are very nice people. I work with them and those I know are mostly well educated people and they raise their kids with good manners and values. They are mostly well behaved.

Those arrogant/uncivilized locals we meet in the malls and other places are rich fathers spoiled kids who dont need any values or manners in life. Its not only here...everywhere they are the same.
