I have also seen oil companies hire fresh graduates in the West, but not in GCC, which seems to the territory for people (expats) who have 8 to 10+ years experience. You are correct to assume that if you were Qatari, you wouldn't have this problem. You would have been sent abroad to study, full expenses paid by the governement, then come home to a waiting job for you.
I understand you might have problems obtaining work visas and so on in foreign countries, but do not dispair, i know at least of one case of a fresh electrical graduate Engineer who found a job in Azerbaidjan! Try the old USSR oil-belt countries, like Kazakhstan also; their economies are booming, and they could be more "user friendly". Best of luck!
